Luizzi’s $160M One-Four-Six Marketplace gets town approval for first phase

The Halfmoon Planning Board on Tuesday approved the first phase of a $160 million mixed-used development that will transform one of the major entrances to the suburban town with more than 300 luxury apartments, restaurants, retail stores and offices.

The development, called One-Four-Six Marketplace, will be built in phases by Luizzi Cos. on a large tract of vacant land at the northeast corner of Route 146 and Old Route 146 across from Lowe’s.

The planning board’s approval is subject to review and approval of proposed easements by the town engineer, state Department of Transportation permits, dedication of town roads and final review by the town engineer.

The layout and design of the resort-style community are modeled after the Starbuck Island development that Luizzi Cos. built in the village of Green Island across the Hudson River from downtown Troy.

One-Four-Six Marketplace will consist of 10 multi-story buildings with various residential and commercial uses, along with underground parking, swimming pools and other amenities. The full build-out could take four years.

The initial steps — site grading, installing utilities, etc — could start in the next few months, weather permitting.

“We’re going to start sooner than later,” said Mike Alix, president of Peter Luizzi & Bros., the site development division of Luizzi Cos. “It’s the best time for our construction company to get going.”

The goal is to start with the two commercial buildings closest to Route 146 and then build the apartments in later phases, he said.

Luizzi Cos. has been pursuing the project for more than two years, and cleared a key hurdle in October 2023 when the town board approved a zone change to create a planned development district (PDD).

The property is owned by Scott Earl, owner of Prestige Vending Inc. and former owner of Twin Bridges Waste & Recycling.

Halfmoon, an old farming community in southern Saratoga County, is one of the fastest-growing towns in the state, with an estimated population of about 26,400.
